為貫徹落實"413"講話精神和《中共中央國務院關于支持海南全面深化改革開放的指導意見》精神,落實海南省委、省政府以世界一流標準打造海南自由貿易區(港)總部經濟區的有關要求,三亞市委、市政府圍繞全省“三區一中心”總體定位和自貿區(港)建設要求,成立三亞中央商務區管理局。三亞中央商務區管理局為實行企業化管理、市場化運作,承接政府授權或者委托授權的行政管理和公共服務職能的法定機構,管理局管轄范圍為三亞總部經濟和中央商務區及郵輪游艇產業園區,主要負責對管轄區域進行招商、建設、運營和管理。
為吸引優秀人才為三亞中央商務區管理局的發展貢獻力量,現面向國內外公開招聘優秀人才。
一、招聘原則

二、招聘條件
本次招聘面向國內外,無國籍和身份限制,歡迎國內外人才踴躍報名。報名人員應當具備以下基本資格條件:
(一)應聘者應同時具備的條件
1.擁護中國共產黨的領導,擁護社會主義制度,遵守中華人民共和國憲法和法律,品行端正,具有良好的職業道德;
2.具有全球化、國際化視野,有較強的改革創新能力,有良好的表達、溝通、協調和綜合分析能力,服務意識強;
3.年齡符合應聘崗位任職要求且具有全日制大學及以上學歷,留學歸國人員應取得教育部留學服務中心認證的大學本科或以上學歷,并取得相應學位;
4.有良好的履職記錄,工作業績突出,具備招聘崗位要求的專業背景和工作經歷要求;
5.“211”“985”和“雙一流”院校畢業生及精通英語可優先考慮;
6.身體健康,適應崗位要求。
(二)有下列情況之一者,不參與此次應聘
1.曾因犯罪受過刑事處罰或曾因違規違紀被開除的或涉嫌違法犯罪正在接受調查的;
2.尚未解除黨紀、政紀處分或正在接受紀律審查的;
3.被列入失信被執行人的。
具體崗位應聘者年齡及工作年限計算均截止至2020年3月31日。
三、招聘崗位
四、錄用及待遇
本次招聘的崗位發展空間大,實行聘期管理(每一聘期為3年),年薪在18-70萬元之間,具體面議。
三亞中央商務區管理局實行企業化、市場化的用人制度,依法簽訂勞動合同,錄用人員執行試用期制,其中副局長崗位試用期1年,其他崗位試用期3個月。試用期滿經考核合格的,正式辦理聘任手續,試用期起始時間確定為本人上崗時間;考核不合格的,結合具體情況進行調整或依法解除勞動合同。如招聘職位沒有合適人選的,取消該崗位的公開招聘。
凡進入線下復試且工作地在三亞以外的人員,將給予差旅補貼(交通費用和住宿費用,其中交通費用憑票據實報實銷,住宿費用不超過350元/天),原則上不超過3000元人民幣/人。
五、選聘程序
(一)報名
1.報名時間:3月31日至4月30日,視簡歷投遞情況適當調整。
2.報名方式:應聘人員可通過“海南自貿港招商引才網”“智聯招聘”“獵聘網”“FESCO官網”查看發布的招聘公告,下載并填寫《三亞中央商務區管理局公開招聘報名表》,將報名表及個人完整簡歷發送至公開報名郵箱:sanyacbd@fesco.com.cn 。郵件標題為“應聘崗位名稱+姓名”。
(二)資格審核
本次招聘委托專業人力資源公司建立專項項目組評審專家小組,該項目組專家將對應聘人員的資格條件進行初步審核。通過初步審核的應聘人員,在接到通知后,須在規定時間內將以下材料(電子版)提交給評審專家指定的專項郵箱。通過初步審核后,應聘人員應提供的材料清單:本人身份證或護照、工作證、畢業證、學位證、專業技術資格證、職(執)業資格證、任職文件、獎懲文件、主要學術科研成果、近三年工作業績總結等材料電子版各1份。其中在國外留學的學歷學位證書,需提供教育部留學服務中心出具的學歷學位證明。
應聘人選在報名表中填報的信息應真實、準確、一致。所提供的學歷證書等相關證件均真實有效。如有弄虛作假,將取消應聘資格。
(三)初試
通過資格審核的人選會由專家小組通知參加面試初試。初試主要測試人選的政策理論水平、調查研究能力、應變處置能力、決策分析能力、依法行政能力、文字表達能力等綜合素質以及其他知識。初試時間以通知為準。
(四)復試
對于通過初試的人選,專家小組將通知參加復試。復試包括半結構化面試,主要測試應試者履行職位職責的基本素質以及綜合分析、邏輯思維、語言表達等方面的能力。具體復試時間安排以通知為準。
(五)心理測評
對于通過復試的人選,由專家小組安排參加在線心理測評。心理測評主要用于了解人選的能力、人格和心理健康等心理特征。需人選在規定時間內按要求完成全部測評內容并提交。如未在規定時間內完成則視為人選自動放棄。
(六)研究確定任用建議人選
副局長崗位人選由市委組織部牽頭組織實施考察,其他崗位由管理局安排進行背景調查。
(七)辦理任職
根據有關規定確定擬任人選并進行任前公示,經公示無異議的,履行聘用手續。
如選聘職位沒有合適人選的,取消該職位的公開選聘。

Notice on recruiting outstanding domestic and international talents
Following principles in the “413” speech made by President Xi Jinping and the Guiding Opinions of the Central Committee of the CPC and the State Council on Supporting Hainan for Comprehensively Deepening Reform and Opening-up, to implement the relevant requirements proposed by the Hainan Provincial CPC Committee and Provincial Government on building Hainan Free Trade Zone (Port) Headquarters Economy District with world-class standards, in line with the overall positioning of “three zones and one center” for the province and to push forward the building of the Hainan Free Trade Zone (Port), the Sanya Municipal CPC Committee and Municipal Government established the Sanya CBD Administration. The Sanya CBD Administration, a statutory organization that implements corporate style management and operates in a market-oriented manner, undertakes administrative and public service functions authorized or entrusted by the government. The Administration manages Sanya Headquarters Economy and CBD area and the cruise and yachting function area, and is mainly responsible for investment promotion, construction, operation and management of the areas under its jurisdiction.
To attract talents that can contribute to its development, Sanya CBD Administration (short for “the Administration”) now openly recruits outstanding talents at home and abroad.
I Recruitment Principles
The recruitment adheres to the principles of openness, fairness and impartiality, and will be competitive and merit-based.
II Recruitment Criteria
The recruitment is open to both domestic and foreign talents and imposes no restrictions on nationality or status. Talents from home and abroad are both welcome. Applicants should meet the following basic criteria:
1. Basic criteria that an applicant should all meet
(1) The applicant should support the leadership of the Communist Party of China, support the socialist system, abide by the Constitution and laws of the People’s Republic of China, and have both good moral character and professional ethics;
(2) The applicant should have global awareness and perspectives, strong reform and innovation ability, good expression, communication, coordination and holistic analysis abilities, and a strong awareness of service;
(3) The applicant should meet the age requirement of the position he or she applies for and have a full-time bachelor degree or above. Oversea returnees should obtain a bachelor degree or above certified by the Chinese Service Center for Scholarly Exchange under the Ministry of Education;
(4) The applicant should have a good work record with outstanding performance and meet the professional background and work experience requirements of the position he or she applies for;
(5) Full-time postgraduates and undergraduates from universities of “Project 211”, “Project 985” and “Double World-Class Project” and applicants with strong English proficiency may be given priority consideration;
(6) The applicant should be in good health and be fit enough for the position.
2. An applicant is ineligible under any of the following circumstances:
(1) The applicant was criminally penalized for a crime, or was fired for violation of regulations, or is being investigated for being suspected of committing a crime;
(2) The applicant has not been removed from party disciplinary or government disciplinary punishment or is under disciplinary review;
(3) The applicant is on the list of dishonest persons subject to enforcement
The calculation of applicants’ age and years of work experience for various positions is up to March 31st, 2020.

IV Employment and Remuneration
The vacant positions listed above offer great room for career development, and are term-based (one term is three years). The annual salary is between RMB 180,000 and 700,000, with the specific amount to be negotiated face to face.
Sanya CBD Administration applies a corporate and market-oriented approach to recruitment. It will sign labor contracts with new recruits according to the law, who applies for Deputy Director position will work for 1 year on a probationary basis, the rest of positions for 3 months’ probation. If the recruits pass the probationary period, Administration will proceed with formal hiring procedures. The recruits should start to work on the first day of probationary period. If the recruits fail to pass the probationary period, the Administration will make adjustments depending on specific circumstances or terminate the labor contract with them according to the law. If there is no suitable candidate for the referred position, the open recruitment for it will be canceled.
Applicants that are shortlisted for face-to-face interview and live outside Sanya will be given travel subsidies (travel expenses and accommodation expenses; travel expense will be remunerated based on actual transport tickets, and accommodation expense is capped at 350 yuan/ day per person), which in principle is capped at 3,000 yuan / person in total.
V Recruitment Process
1. Resume Submission
(1) Submission time: Starting from March 31st, 2020, closing by April 30th, 2020. (Closing time depends on the resume collecting progress.)
(2) Submission channel: Applicants can visit the following websites, namely, website of Investment and Talent Attraction for Hainan Free Trade Port (http://www.contacthainan.gov.cn/), Zhaopin.com, and Liepin.com, etc., to read the recruitment announcement for more details, download the attached Application Form for the Open Recruitment of Sanya CBD Administration and send their completed form and complete resume to the only designated public email sanyacbd@fesco.com.cn by the deadline.Please title your email with “Position + Your Name”.
2. Qualification Review
A review expert group under special project team established by the Administration will preliminarily review the qualifications of applicants. Applicants who have passed the preliminary review must submit the following materials (electronic version) to the email address designated by the review experts within a specified time after being notified: one electronic copy of his or her own identity card or passport, employee card, graduation certificate, degree certificate, professional and technical qualification certificate, professional (practicing) qualification certificate, appointment document, reward and punishment document, main academic research results and work performance summary of the past three years. Oversea returnees need to provide the graduation document and degree certified by the Overseas Study Service Center of the Ministry of Education.
Applicants should complete their application form with true, accurate and consistent information and provide true and valid certificates such as graduation certificates. Applicants practicing fraud shall be disqualified.
3. Preliminary Interview
Applicants that pass the qualification review will be notified by the expert group and take part in the preliminary interview, which is an all-round examination of their competencies and knowledge, mainly including understanding of policies and political theories, investigation and research ability, contingency-handling ability, decision-making and analysis ability, the ability to administer according to law, and written expression. Applicants will be notified of the date and venue for the preliminary interview.
4. Second Interview
Applicants that pass the preliminary interview will, according to the notification of the expert group, take part in the second interview, which is a semi-structured interview that mainly tests applicants’ basic abilities needed to perform their job duties and other abilities such as comprehensive analysis, logical thinking and language skills. Applicants will be notified of the date for the second interview.
5. Psychological Evaluation
Applicants that pass the preliminary and second interview will, according to the arrangement by the expert group, take an online psychological assessment, which mainly aims at understanding the psychological characteristics of applicants such as ability, personality, and mental health. Applicants need to complete the whole assessment and submit it within the required time, and those failing to do so will be deemed to have given up automatically.
6. Recruits Confirmation
Applicants for the Deputy Director position will be reexamined by the Organization Department of CPC Sanya Committee. And for the rest of positions, applicants’ qualification review is responsible by the Administration.
7. Admission
In accordance with relevant regulations, the intending recruits can only proceed to admission procedures if their pertinent information undergo publicity during the period of which receives no demur.
If there is no suitable candidate for the referred position, the open recruitment for it will be canceled.
